"The state has no place in the bedrooms of the nation.", Apparenlty Not the Case According to the Harpocrits

When the Justice Minister Pierre Trudeau made this famous quote, I am sure he didn't mean the wiretapping of a woman's mattress. One has to wonder whoever planted the bug, why did they choose the bedroom? Did they think that the bedroom was the best place to hear confedential information? or perhaps they were hoping to hear something else? Whether or not the Harpocrits planted the bug is still a mystery, but if it was planted by someone else could lead to an even larger security breach. Therefore the Harpocrtits should just fess up to planting the bug, and claim it simply a peeping tom type tactic.
